2008 FLC Far West / Mid-Continent Regional Conference
The FLC Mid-Continent and Far West regions held their joint 2008 Fall meeting September 9-11, at the beautiful Hyatt Regency Tech Center in Denver, CO.
This year's conference focused on the hot topic of energy, including alternative, renewable, traditional and non-traditional forms. Training sessions included topics such as Talking to the Investment Community, how to get their attention, outreach to technology based economic development entities, and commercialization strategies. There was also an update on IP bundling, and laboratory STEM activities.
As part of the conference, the FLC and Mid-Continent regions held their Technology Transfer Awards Dinner honoring federal laboratories for success and excellence in technology transfer activities.

LLNL Detection instrument can sniff out airborne terrorist threats
Security and law enforcement officials may some day have a new ally – a universal detection system that can monitor the air for virtually all of the major threat agents that could be used by terrorists.
This type of system is under development by a team of Lawrence Livermore National Laboratory (LLNL) scientists and engineers, and has already been tested in laboratory and field experiments.
In their latest advance, the team has conceptually shown that they can almost simultaneously detect four potential threat materials – biological, chemical, explosives and radiological – along with illicit drugs.

There were no surprises in the Far West Regional elections as the current regional coordinator, Stephen Lieberman and deputy, Ida Shum both ran unopposed to swap positions.
Lieberman and Shum will make the change effective October 1, 2008.

CCAT CALL FOR PROPOSALS
The Center for Commercialization of Advanced Technology (CCAT) today announced plans to award funding and business support for small businesses, government laboratories and academic researchers seeking commercialization assistance for technologies that address priority military requirements. Award applications will be accepted starting at 8 a.m. (PST) January 28 through February 27, 2008 at 4 p.m. (PST).
CCAT is specifically seeking technologies to support (1) the smart unmanned ground robotics initiative; (2) technologies of interest to the Naval Expeditionary Combat Command (NECC); and (3) force health protection.

Sponsored by the Department of Defense (DoD) Office of Naval Research (ONR), CCAT seeks to fast track advanced military and security technologies into the hands of the U.S. military, security personnel, and first responders.
DoD Opens 2008 Small Business Technology Transfer (STTR) Solicitation
The DoD has released their FY-2008.A STTR solicitation which will open to accept proposals on February 19, 2008 and close on March 19, 2008 at 6 a.m. EST. Prior to the opening date of February 19, 2008, proposers have the opportunity to contact topic authors by telephone or email to ask technical questions about specific solicitations topics.
This is the third year that the STTR program is operating under SBA's updated STTR Policy Directive (released 12/16/05) that allows partnering with a Federally Funded Research & Development Center (FFRDC) without obtaining an SBA waiver. The Far West region has several FFRDCs that are interested in partnering with small business entities on STTR projects.

2007 FLC Far West / Mid-Continent Regional Conference
The FLC Far West and Mid-Continent regions held their joint 2007 Fall meeting September 10-12, at the Hyatt Regency Mission Bay Spa and Marina, in beautiful San Diego, CA. The event was well attended and drew excellent reviews from the attendees.

FLC National Election Results
On May 18th the FLC announced the results of its National and Regional Elections. The new officers will not assume their roles until October 1, 2007, the start of the 2008 fiscal year.
This was not an election year for the Far West Region so Steve Lieberman of Navy SSC San Diego remains Regional Coordinator and Ida Shum of INL, DeputyCandidates for FLC Chair and Vice Chair ran unopposed. J. Scott Deiter will succeed Edward Linsenmeyer as chair and
J. Susan Sprake will retain her position as FLC Vice Chair.

Other FLC National election results include Mary Archuleta of the Air Force Research Laboratory at Kirtland, Mojdeh Bahar of the NIH, and Thomas Stackhouse of the NCI as board members-at-large. Kathleen McDonald of the Los Alamos National Laboratory was elected as the FLC Recording Secretary.
In regional elections, Mike Crane of the Air Force Academy and Doug Tunison of the Rocky Mountain Oilfield Testing Center were elected Mid-Continent Regional and Deputy Coordinators.

2006 FLC Far West / Mid-Continent Regional Conference Review
The FLC Far West Region partnered with the Mid-Continent Region for a joint 2006 Regional Conference. The conference was held August 29-31, 2006 at the Doubletree Hotel in Colorado Springs, CO. This years conference
had a focus on homeland security and featured training sessions as well as opportunity forums for technology transfer professionals. A regional awards banquet was held on Thursday evening
where both regions presented awards to federal laboratories, researchers and FLC participants covering a variety of technical categories.

Navy's SSC San Diego Signs License for QwikLite 200TM Technology
The Office of Research and Technology Applications (Navy SSC San Diego Technology Transfer Office), directed by Dr. Stephen Lieberman, announced the signing of an exclusive license with Assure Bioassay Controls, Incorporated, a Carlsbad Company specializing in the measurement and reporting of toxicity for civilian and military requirements. The new products from the company will use technology from Dr. Dave Lapota, Environmental Sciences and Applied Systems Branch (Code 2375), who invented the first laboratory instrument and patented the technique. Navy Presented with Energy Security Award
Navy recognized for ongoing energy leadership through biodiesel
The National Biodiesel Board (NBB) today presented the United States Department of the Navy with the National Energy Security Award for Outstanding Energy Leadership through Biodiesel. Deputy Assistant Secretary of the Navy for Environmental Programs, Donald R. Schregardus, accepted the award on behalf of the Navy during the NBB board meeting in Washington, DC.

PNNL Earns Award for 3 Environmental Technologies
Innovations remove mercury, help salmon and restore marine habitat
Three water-related research developments have earned the Department of Energy's Pacific Northwest National Laboratory a Technology Merit Award in the 2005 Business Achievement Awards competition sponsored by the Environmental Business Journal.
The laboratory was recognized for an environmentally sensitive design for marine docks, a process for removing mercury from industrial wastes and a system that tracks the behavior and fate of migrating juvenile salmon.

Navy License Enhances Homeland Port Security and Protects Queen Mary 2

Navy CRADA Leads to Mini Refinery
From Used Cooking Oil to Biodiesel Fuel -
More than 100 people attended the ribbon cutting ceremony for the Navy's first mini refinery that converts used restaurant oil into biodiesel fuel. "If successful, mini-refineries could begin popping up on Navy bases across the country to help the military meet tougher smog rules," said Kurt Buehler, project engineer at the Naval Facilities Engineering Service Center (NFESC) in Port Hueneme, CA. Buehler presided over the October 30, 2003 dedication of the biodiesel refinery - the first ever to be located at a U.S. military installation.
